Challenges And Opportunities for America’s Strategic Landscape
Transitioning in 2017 from active military service, Admiral Phil Cullom currently brings leadership and high technology expertise across a broad spectrum of Maritime operations and National Security policy to several corporate boards for emergent technologies in the fields of energy, cybersecurity and biotechnology.
His decades of military experience were marked by leadership at multiple levels; from destroyer, squadron, and ultimately tactical Carrier Strike Group command. Among his many challenging assignments, he commanded the 8,000 member Eisenhower and George Washington Strike Groups in training/operations, and subsequently planned $23B/yr of funding for operational readiness and logistics as well as all base infrastructure planning/funding/environmental approvals for the entire U.S. Navy, as Deputy Chief of Naval Operations. In his last active duty assignment, he also served as the Secretary of the Navy’s 3-star coordinator for innovative technology developments for Secretary Ray Mabus. As such, he developed working relationships with many alternative energy leaders in academic and commercial sector arenas, innovators in additive manufacturing, and policy leaders on Capitol Hill.
Throughout his career, he honed significant experience with Interagency and National Security leaders, serving at the White House twice; first, as Assistant to the Director, Office of Management and Budget in drafting a report to Congress on Environmental Restoration of Federal land and, subsequently serving as principal author of the 2000-2001 National Security Strategy of the United States in his second assignment as Director of Defense Policy/Arms Control on the National Security Council. Internationally, for two years he was a U.S. representative for the Inter-American Defense Board to develop collaborative approaches on common defense/security issues facing countries in North, Central, and South America and provide technical advice and services to the Organization of American States (OAS). As a senior leader within the defense business infrastructure, he served for five years as Chairman, Board of Directors for the over 300 retail stores of the Navy Exchange system (over $3.2B/yr revenue) for service members and families, and as Audit Committee Chair for the Defense Commissary Agency of 240 grocery stores, generating nearly $5B/yr in business, for the assistance and benefit of all U.S. military members stationed in nearly every time zone in the world.
Admiral Cullom graduated with distinction from the US Naval Academy with a bachelor's degree in physics, holds a Masters Degree in Business Administration with distinction from Harvard Business School, and has attended Executive Education programs at Massachusetts Institute of Technology, Harvard’s Kennedy School of Government, and University of North Carolina’s Keenan-Flagler School of Business. His connection with Harvard University also extends to his niece who is a recent graduate of both the College and Harvard Law School.
